Block Scrolling Previews on Apple TV

Is there a way to block the scrolling previews at the top of an Apple TV? I've blocked other apps such as TV, Movies, etc but I can't seem to get rid of the featured items at the top.

Settings > Accessibility > Motion > Auto-Play Video Preview (Switch to Off)

But any way to do this remotely to hundreds of Apple TV's?
