For those of you who operate globally, what has your experience been with finding individuals in India that can assume a 'Casper Administrator/Engineer' position, interfacing with US clientele?
Trying to gauge how rare that might be?

I'm wondering, if asked by my mgmt., whether or not I'll find that skill set by folks over there in the IT service industry.

If you mean qualifed, there aren't many. Expect to find tons of candidates filling their resumes with buzz/key words and misrepresenting their experience - it's incredible what an incapable person would do to desperately wiggle their way into a Mac position. It's quite comical..vet carefully... :)
Consider time zone and cost. India is a booming market, and while outsourcing companies will cut every corner to save a penny, doing so often causes your best people to accept offers doubling their salary and getting a day shift, or if they are lucky an onshore stint.
If you're looking for Mac developers, know that in early 2012 Apple quadrupled their development outsourcing to Wipro Infotech - consider how good iCloud is now, compared to how horrible MobileMe was before, so easy picking in that area. Hmm...on the other hand, consider how horrible Apple Maps turned out...YMMV. ;)
I spent over a year filling several Mac positions in India - contact me offline for the skinny...

I trained our Indian Casper Administrator via screen sharing sessions and documentation from JAMF. Like Don said vet the candidates carefully.
