We block YouTube on campus via our firewall for our middle schoolers, but if they go home and watch a YouTube video, then it is cached on the device and they can watch it on campus. What are my options for clearing those cached files via JAMF once those devices come back on campus and connect to our network?

Brute force method would be to run a command to delete the contents of
~/Library/Caches/com.apple.Safari/
I'm sure others may have a more graceful solution, but depends on how much time you want to put on it.
