Deploying Chrome with preferences with FEU is not working

Hi,
I'm trying to deploy a policy that installs Chrome with preferences and a Chrome web app. I created the DMG in Composer using a normal snapshot. When I uploaded to Jamf Pro Cloud distribution point, I also checked both FUT and FEU. In the policy, I also have FUT and FEU checked. When the policy was deployed, the client was logged into the admin account and it got Chrome and the Chrome web app. When I logged out and logged into the other standard user account, Chrome was installed, but it didn't have any of the preferences or the Chrome web app. Am I missing something?
