Energy Saver configuration question

Sorry if this is a dumb question but my users are asking to be able to change some of their settings. There are some settings we want to enforce, but other settings that we do not care about and the user is allowed to change. But if I understand this correctly, if I create settings in an energy saver configuration profile, once I've done that, I've set everything listed, correct? So if all I want to do is set the Display Sleep Timer and Wake for Ethernet Administrator Access, but leave the rest of the items changeable by the user, how would I do that?

Is there another way for me to do this other than using a configuration profile that might be better?

Also, I want to require password upon wake. Does waking the display count as a wake, or is that setting for when the computer is in sleep?
