Get Mobile Device Apps in use and remaining right?

We have some problems with our VPP purchased iOS apps. Many, not all, show for example that 2.000 are in use, 0 remaining when we bought 2000. If you search for the app it says that 1612 are in use. When remaining shows 0 you can't install anymore but in real life there are more remaining.

Our scope is set to Specific Mobile Devices and All Users. It's also configured to be available in Self Service, not installed automatically.

Does anyone have the same problem, know what could be wrong or have a solution?

You have to have enough copies for what is scoped, not for what is installed.
