Giving iPads in a Configurator 2 cart consistent naming

We have several Configurator 2 carts around campus. Most of them are named something like "<dept>-iPad-<number>" where the number is a two-digit number that is on a label physically applied to the iPad. For example, "Edu-iPad-04" or what not.

It seems to me that at one point, I thought we could set the "Enforce Mobile Device Name" checkbox on each device within JSS, and it would retain the name even after being erase and restored (or, more accurately, it would restore the name we set within JSS to the device after erasure).

More recently, however, it seems that the devices are losing both name and the "Enforce Mobile Device Name" checkbox at erasure (or, possibly, at re-enroll). This is highly disappointing/annoying, as it makes it even harder for our non-technical faculty to determine which iPad is which in the cart.

Is there any way to maintain consistent iPad naming even across erase and restore? Or is our only option to name them from within Configurator with the serial number variable, and have some sort of cross-reference printout at the cart? This is less than desirable!

Never mind... user error! The prestage configuration also had the "enforce names" checked, which was overriding the "enforce names" for each individual device.

(The odd part is that the prestage was configured to use "list of names," but wasn't using names in the list.)
