HFS+ w/ 10.13

I'm look at a smart group we have based on the boot volume type and seeing a high number of 2017 iMacs that have 10.13 on them but the EA is reporting "Journaled HFS+". Might be a really obvious easy answer but I figured any machine with 10.13 would have been formatted with APFS. What am I missing on this?

Are the drives in the machines solid state or mechanical? The drive will only automatically convert if it is solid state if I remember correctly. If they are solid state was it possible you have the --converttoapfs NO flag set on your High Sierra installer?

There is the Terminal command diskutil apfs convert that also may be helpful in this situation
