Home screen/app restrictions???

I got a set of iPhones/iPads with some restrictions. I can't get it to work so you can delete or move/make folders on the home screen. If I but a device in exclusions within the configuration profile it works, but not when it's in target.

Looks right for me or is there anywhere else to set up what's allowed or not?

Do you also have a Home Screen layout payload in the profile. If you are enforcing a certain Home Screen layout, it would prevent the iPad from being able to organize/delete the apps differently than set by the MDM

@igarcia if I remember correct we skipped the Home Screen layout payload.
