Have you made a custom google manifest? There's a couple of threads on here about how to use them. https://jamfnation.jamfsoftware.com/discussion.html?id=2729

I just posted an example in another thread:

I just deployed using this method last week, and it works great. It does remove previously installed extensions as well. We have had one issue with certain proxy extensions. Sometimes the proxy settings seem to persist, but chrome won't let you change the chrome's proxy settings because it says an extension is managing those settings (despite all extensions being removed). It causes chrome to throw an error anytime you try to go to a website. I haven't had time to dig into it yet, so I don't know exactly whats causing it. In most cases creating a new "person" in chrome seems to fix it.
