iPad Apple ID and Jamf Restricted Policy

I have a series of iPads that I would like to restrict from creating an Apple ID. I cannot find anywhere on your forum where I can block a user from creating one. Please assist.

In your Configuration Profile you can uncheck "Allow modifying account settings" under Restrictions>IOS>Functionality. This will block the user from being able to log into iCloud/App Store on the iPad. It will also block them from adding email accounts as well. (only an issue if you plan on using the native Mail App, third party mail apps will still work.)

What do I have to do if I only want to block iCloud and Apple Store but allow to add email accounts in native Mail App?
