iPad Disabled with cleared passcode still asking for passcode

I have a supervised iPad that the user asked for the passcode to be cleared on...only to find out they had already tried incorrect passcodes too many times and disabled the iPad. The "clear passcode" request goes through, but the device still says "ipad disabled," and connecting to a computer asks the the passcode to be entered on the ipad before it will successfully mount.

Anyone else encountered this and/or know a work around? It's able to get management commands without issue...just won't "re-enable."

If you could connect it to a computer it had been connected to before, one with that existing trust relationship, it is possible that you could enable it with a sync to iTunes. Unfortunately without that, you can only wipe it and start over.
