For the last 2 days, I could not figure out why I could not put multiple iPads in supervised mode using Apple Configurator 1.3.1. One would work just fine, but tried 5 at once, and all would fail. I contacted our Apple Rep this morning and he let me know that iOS 7 requires Apple Configurator 1.4, which was released last night. So I am giving that a try at the moment. Just an FYI to save others from banging their head on a desk for 2 days like I have :)
