I have no idea how long thing has been an issue since we having changed the apps on our iPads for almost a year at this point. The tech that manages the iPads needed to add an app to some iPads and all of our licenses under content were 0 out of 0. I tried refreshing a few of the apps but it just hung there. I renewed the VPP token from school.apple.com and that didn't help. I deleted the "Location" and tried to creating a new location with the fresh VPP token. It hangs with "Updating licenses for initial creation" and it doesn't show anything in content even after a few hours. I assume this isn't a firewall issue because this is Jamf hosted.
