When we migrated from 8.73 > 9.31, we found the "Migrate" button in Casper Admin 9.31.
We alerted JAMF, since docs only say migration is needed if you're going to JDS/Cloud.
I'll post separate observations under "JSS 9.31" header.

Yep, it's not supposed to be required, but it is in many instances, mostly due to D-006777, which causes errors with package validation even when package validation is turned off. Only happens to pkg files, and not to all of them; in testing, things like Java's installer pkg worked fine, but if I created a pkg in Composer and uploaded it, no dice.
We'll also see it give an md5 hash of the local path to the package in the md5 field of Casper Admin sometimes.
Currently, the defect is listed as Open with a Disposition of Planned for Release, so we should hopefully be seeing a fix for the issue soon.
Migrating is the workaround for that defect, at the moment.
As for the button itself, it's meant to show up in environments that have not migrated yet so that they have the option to do so if they need/want to.
