JSS v9.23 Webclips on Dock

I'm having trouble adding webclips to the dock. It seems straight forward. Drag a bookmark down to the dock. Launch Casper Admin.
Add Dock Item and select that bookmark.
Save and replicate if necessary.

Create profile in the JSS.
Select dock item and pick before or after, scope it, and save it.
The log shows it completed and restarted the dock.
?
Profit.

Anyone else having this issue or have advice on how to make this process better?

I have the same issue when following all of the same steps as you, the bookmarks never show up. The workaround I've found is to push out the bookmarks through Casper Remote after adding them to Admin. For whatever reason, they will show up when pushed with Remote, but not policies or profiles.
