lock desktop picture? config profle> restrictions

I'm trying to lock the desktop using a config profile (restrictions)

my default picture path is: /Library/Desktop Pictures/Galaxy.jpg

and its not switching over automatically. Am I missing something?

Use /Library/Desktop Pictures/Galaxy.jpg and check to see if the result is the same.
