Login banner only on logout!

I implemented the login banner (placed PolicyBanner.rtf in /Library/Security). However, it shows only on logout and not at login. How do I show it only on login? Is there an option to log out if not accepted?

It might be easier to think of Apple’s policy banner as showing before login rather than on logout.

Its intention is to have the end user agree to your acceptable use policy before they log in not after they log in. Otherwise, displaying it after login defeats its purpose.

Agree! How to change the configuration to achieve this?  I placed the PolicyBanner.rtf in /Library/Security
Is there anything else?

The policy banner has no configurable settings. It should always appear at the login window and must be accepted before the next end user can log in.

Are you saying it's behaving differently?
