Mass assign devices to Users

I work in a K-12 District and we are approaching a 1 to 1 model for our iPads. Is there a way to mass assign a device to users?

The Enrollment profile is already installed when the device reaches student hands so having them enroll it themselves it out of the question.

I do wish it was the case that you could run the OTA enrollment on a device which was already enrolled in Casper by IT. Its too bad that you cant use the same profile for Configurator enrollment as OTA enrollment.
