I am having an issue with some of my 10.14.6 machines where when you select the restart or shutdown option from the Apple Icon. Instead of doing what was requested it logs the user out instead taking you to the login screen.
This doesn't happen on all my Mojave machines but it does happen on quite a few. I cannot seem to find anything online about it. My machines are all AD bound, this issue also interferes with installing apps at log out as well.
