New filter/firewall, can enroll devices but configurations don't get to the devices

Hello all!

I have installed a new filter for all our schools. But since then, devices have been unable to get any configurations that we have set. I have allowed the ports listed in http://docs.jamf.com/9.9/casper-suite/jss-install-guide-windows/Ports.html

I have also allowed connections from 17.0.0.0/8.

Anyone have any ideas?
