Anyone had luck doing this.
Also trying Photoshop Elements 13
Tried AAMEE v3.1.105.0 and Creative Cloud Packager v1.5.0.53 with no joy.

You have to use the latest Creative Cloud packager for this to get this working. As far as I remember, the latest version of the CCP is v1.9.
