postLogin==Grey Screen Instead of Desktop

We are experiencing an issue where users will get a frozen grey screen after logging in. This happens with AD as well as local users. The only way to login and use the machine successfully is with the root account. We have seen this randomly with Lion, consistently with ML (following an OS X update) and yesterday when we tested Mavericks.

I think it is tied to netbooting. The machine yesterday was working normally until we booted to the netbooter and installed some software packages (MSoffice, Flash, etc). After restart we tried to login and got the ever frustrating frozen grey screen.

Netboot version 10.9.0 collected on a 10.9.0 machine with composer v9.21
Target machine version 10.9.0 & 10.9.1

Enrolling to the JSS is not an issue. Also, installing pkgs via policy/SS is not creating any issues either. I attempted to solve using the fixes here: https://jamfnation.jamfsoftware.com/discussion.html?id=5519
removing the framework does not solve the issue either.
