Prestage Enrollment - Setup assistant payload should appear and never does

I'm having this issue with out of the box 10.13.1 computers, and ones that I reformat and will automatically install on 10.13.3.

I have the check box unchecked for Location Services in my prestage enrollment, yet setup assistant never asks me about location services. I always have to enable this later.

What am I missing?

May be related to the new Express Setup grouping of settings. Check out this article

Thank you very much for this post and link! We are experiencing the same thing and was wondering why Location Services would not show up.
