PreStage w/o DEP

For iPads; Can you only use the PreStage setup if you are using DEP? If you are not using DEP can you use the PreStage setup to skip steps in the Set Up Assistant?

To receive an instruction to skip setup assistant screens the device needs to communicate with the JSS. Only DEP can direct a new device to the JSS out of the box.

DEP is pretty quick and easy to setup though so I'd highly recommend it if you have a need for this type of functionality.
