I have some printers that users can install via self service. They get
installed but then they are paused. I can unpause them but people who do
not have admin privileges do not have the ability to unpause a printer. I
am wondering why the are being installed as paused.

Make sure the PPD is created using the same drivers that are deployed on the machine you added the printer from and the machine you’re adding the printer to.
That’s been my experience when that happens, a mismatch in driver pack versions.

I also add all users at login to the LPAdmin group, so that they can unpause the printers. This may not be acceptable in your environment, but it appears to work well here.
