PSE Organizer fails for network users

I hope this isn't too off topic (and if it is, I'd be happy to be pointed to
a better place to ask). I suspect some of you may have seen the issue.

I've got Photoshop Elements 9 packages up for our image and deployed. It
works fine for local accounts, admin or non-admin.

For users with network accounts, I get an error dialog when I try to run
Photoshop Elements 9 Organizer, which says:

Failed to Open Catalog

The catalog could not be opened because it is currently in use by another
program.

(I was also earlier having a problem when I'd run PSE 9 where it would
complain about not being able to load Cooltype, but I'm not seeing that in
my testing now.)

I've done searches, and tried modifying a fix we'd applied to PSE6 that
granted write permissions to everyone to certain files in
/Library/Application Support/Adobe, to no avail.

Could you maybe use FSEventer on a local (non-network) user when they open the app, to see what files are being modified?

Then make sure the network users have redirects or permissions changes to allow access to specific folders?
