"Access Denied" when updating Purchased Content

When any of our site administrators purchases new mobile app licenses from Apple School Manager, and then goes to their site's VPP account and clicks on the Update Purchased Content button, they get a message that says "Access Denied."

I was wondering if anyone else has had this issue, and if they were able to resolve it. The site administrators have Read and Update rights for VPP Admin accounts, and full rights to VPP Assignments and VPP Invitations. Is there another privilege that they need that I am missing? It doesn't seem so, since I'm a full Jamf Administrator, and I get the same message whenever I try to update the purchased content.
