I just realized we've been scoping some of our PPPC Profiles to Macs still on High Sierra (10.13.6). Are there any downsides to this?

+13Yes.
10.13 won't know what to do with the payload, but still install the profile.
When a machine gets upgraded to 10.14 or later, the payload won't be applied again, because the profile is already there.
Profiles with "new" MDM features should only be scoped to machines that support the payload
(kext approval would be another case where this applies).
+6We had an issue where scoping PPPC profiles to High Sierra Macs ended up wiping out all the profiles on the machine.
