Self Service Applications

In our school district we would like to take the purchasing of Apple Applications away from the site. We would prefer the site notify the IT department and we would make the purchase, and then make the application available in the Self Service application. Unfortunately during some testing we have found that you have to check the "Allow Installing Apps" box in iPCU, in order for the sites to install Apple apps from the Self Service application.

Sort of a catch 22. Has anyone else wanted to do the same thing? What are you doing to curb purchases from the Apple App Store?

BTW Installing all the needed applications in advance and then unchecking the "Allow Installing Apps" box in iPCU really isn't an option. Most sites have no idea what applications they want on the iPads, prior to deployment.

Thanks,

Maybe iOS 5 allows restrictions like this. There are quite a large number of things you simply can't control in iOS 4 (without jailbreaking).
