Self Service fails on iTunes Terms/Conditions changes

I have a couple iPads here that I've just unboxed and enrolled into Casper. When I try and download a paid app from our Self Service web clip, a Terms & Conditions window appears very briefly (less than a second) and then disappears (fades away). The app does NOT install and nothing really happens.

The only solution I've found to this is to download a free app from the App Store first, at which point the T's&C's window appears and you can then hit 'accept'. Returning to Self Service, I'm then able to download apps without a problem. Odd glitch.. not sure of any other solutions.
