Self Service Policy Only Available To Certain Local User Accounts

I'd like to create a self service policy that only appears in self service when certain local user accounts login.
If any account besides that certain local account logs in to the computer the self service item does not appear.

What I am trying to do is have 'Unenroll Device' appear when the account administrator logs in or when certain LDAP accounts login. I can figure it out for LDAP but when I try to configure it for the local account it doesn't work.

Currently how I have it configured is under Limitations I have added the account administrator all lower case same as the account name. and have the policy set to Ongoing (no triggers), but when i login with the administrator local account and open self service it does not appear.
