I have used to to re-build servers with auto config files and works fine.

Never tried to use plist to re-build the setting though.

    do you mean the exports from server admin?

    No.

    When you open server admin. Then create auto server setup profile. or use the server assistant inside System/Library/Core Services

    Thats how I build all my servers, so If I need to do a re-build or you stick the file in a folder called "Auto Server Setup" at the root level of the drive, the server will configure itself with user account and all the other things you get when you turn on a server for the first time
