So Big Sur ignores configuration profiles at the login screen?

Issues with screen saver not coming on at login screen but works fine when a user is logged in. Does Big Sur ignore the configuration profile at the login screen? If so what is different between Catalina and Big Sur that would cause this? Don't have any issues with machines on Catalina running screen saver.

Having the same issue... has been working fine on Catalina, just not Big Sur.

I should also specify, stations are M1 iMacs on macOS 11.5.2
