some vpp apps stopped deploying

so over the christmas break things on our ipad fleet started, well, breaking
one particular app is continually trying to install, fails, then attempts again. over and over and over. this app install is causing a backlog of all other apps preventing from then installing.
i have checked the JAMFSoftwareServer.log and see continual repeats of this....any ideas on what/where to start to resolve the issue?

i have made sure to clear all failed and pending commands on a bunch of devices to test with but same result

Which app is causing the issue?

"Australian Touch and Write: Victorian Cursive" is the app causing the issues. it has app url of https://itunes.apple.com/au/app/australian-touch-write-victorian/id561573160?mt=8
i have removed the app from jamf and sucessfully added it back in so that presumably excludes the app now missing from the app store and it is still offering me the device based VPP tick box so i presume thats not the problem either

Verifying that the app is still available in the App Store and is eligible for device-based assignment is exactly what I was thinking. Are you by chance trying to assign to an unsupported device like an iPad2?

How did you find out which app was causing this issue? We have this same error in our logging.html and who knows how long it has been causing issues. I appreciate your time and assistance.

on our side we detected that if we scope the device directly to a vpp app, it does not deploy. If we scope a smart or static group, it gets deployed no problem.
