starting language chooser at first boot

Has anybody figured out what files need to be in existence or not in existence and what settings to get Language Chooser to show at firstboot? I have international customers and they appreciate being able to choose their language at firstboot. I also remove all the pieces of setup assistant i don't want to run so they can set their keyboard and region but none of the other stuff.
as of now i have my firstboot script starting it manually, but if you wait long enough i get both spoken messages talking at the same time and well that is just annoying
Any help would be greatly appreciated.

do you mean displaying the input menu at the loginwindow? or something that the minilauncher/setup assistant brings up after you login?
I just have the input menu in the loginwindow for my international users- if that's what you're looking for, a defaults command will do it, bentoms and I went through that a bit here:
