Hey all,
I've just captured my local Universal Access settings in Composer, popped
the DMG into Casper, and set it to fill user template and fill existing user
home directories, as it is a file being changed in the user's home
directory...
The package installs successfully, but doesn't change the setting that I
want to set. We're trying to allow users to check the 'Enable support for
Assistive Devices' check box, which requires administrative rights to do.
Anyone else having any luck with this?

Did you do this with the preinstalled user environment stuff I assume?
What if you try capturing these settings changes with a traditional modified files method and see what Composer comes up with?

Use managed preferences.
com.apple.mcx
Enable Devices com.apple.mcx com.apple.universalaccess.enable_devices true
com.apple.systempreferences
enable access for assistive devices com.apple.systempreferences com.applepreference.universalaccess

I tried this on 10.8 and it didn't work for me. The ONLY thing that finally worked for me was a script with this line:
sudo touch /private/var/db/.AccessibilityAPIEnabled
