User-initiated enrolment 'fails' on iOS

We've just successfully enrolled dozens of iOS devices in our organisation via user-initiated enrolment. For this we have setup SSO with and Azure AD (Office 365). However, one devices fails to enrol.

The specific user visits our enrolment URL, logins via Office 365, returns to the enrolment URL. However, no matter how ofter he clicks on the continue button to download the MDM certificate, nothing happens. The page just refreshes. We've tried restarting the device, using a private browsing session etc, but always the same problem (no error messages or anything).
