VPP codes for Custom B2B Apps

My company has an app that has been made available to us through Apple's VPP, but it is a custom B2B app. This means it is not available on the public iTunes App Store. So far I am yet to find a way to get this app onto our JSS to be distributed with the VPP codes I have downloaded since it is not available on the public App Store. Is there any way for me to do this?

I am wondering if I could add the app manually, but I cannot determine an App URL for it since it is not located on the App Store. We tried tracing the network traffic while downloading the app in iTunes, but none of the URLs obtained through that seem to work.
