What happens when a user chooses to "cancel" a VPP managed app invitation that pops up on the iPad screen? How do you get that invitation back? We've run into an issue where certain users appear to be scoped correctly to a specific app, but it is not appearing on their Home Screen or in the Purchased section of the App Store. How do I know if it is an issue with the invitation or with the VPP app push itself? #soconfused.
Ultimately, I just need to be able to push managed VPP apps (both free and paid) in a consistent way to students and teachers...without confusion as to how to get them!

Have you tried to send a blank push to the device? I believe this should get the cancelled app push going again.

In 9.4 users can go to the Apps section in Self Service to accept any pending VPP invites. We've seen a lot of people who supposedly already "accepted" the terms still have those invites in there, so we're having everyone complete that step. 9.4 seems to have solved many of our VPP issues. We have around 1300 iPads deployed and over half weren't getting managed apps distributed properly until we upgraded.
