Why does my Building and/or Department info change if a student or staff member go to another of our buildings

So we're initiating an iPad pilot program consisting of 1 class in each of our 2 buildings. Everything is running relatively smoothly except when a student or staff member switches buildings the Department and/or Building info changes to that building thereby removing apps we have scoped to specific grades. I'm guessing it's because of the IP change.
Is there any way to fix this. This is quite a problem.

If you have your IP segments set to override Department and/or Building, that would cause this.
