I have seen several articles that are reporting that with iOS 9.3, we (organisations) will be able to track iOS devices and monitor their network use. Anyone have any more information on this?

I think that in 9.3 it's just notifying users that their devices under MDM may be doing that. Some MDM vendors have offered this in the past via an optional app that they install. am pretty sure but when this has come up in the past in classes it was pretty clear from JAMF employees that location monitoring is something they won't ever enable even if Apple were to add the capability because of their views on privacy.

I fundamentally disagree with this view if it is the stance that JAMF takes.
" it was pretty clear from JAMF employees that location monitoring is something they won't ever enable even if Apple were to add the capability because of their views on privacy."
If there are better tracking features in 9.3 and beyond then they need to add them. If its in the spec from Apple it should be in the JSS. Let customers decide what they are comfortable implementing. I have had too many devices wonder off for JAMF to feel they know better than Apple or their customers.

@RWitt, there's some solid reasons to stay out of the privacy-infringement arena. LANRev got to find that out the hard way:
