Wired 802.1x is Jamf ADCS Connector Needed?

What's the best method for Mac computer authentication for 802.1x wired connections?  Is the Jamf ADCS connector needed for proper implementation?  Can user authentication via PEAP not be used instead of certificates?

Its down to how your Radius Policies are setup for the 802.1x network. You could use user auth instead of certificates, but that has its down sides. If you used certificates you could use SCEP instead of ADCS if you wanted. There are many other alternatives as well. If you are using NPS I suggest reaching out to microsoft for some guidance.
