This is probably too late, but I had one laptop that was giving me the same message with a profile, so I tried it without the System extension payload and it uploaded immediately. I would be curious why this happened and what caused this behaviour.

@sdagley Thanks for that it worked. if I'm deploying these together as a package to target devices do I need to run the line "launchctl load -w /Library/LaunchDaemons/" under the "execute command" in Files and processes?
