This issue is caused by having 'Time Machine' disabled in a restrictions
payload. The is due to the fact that Control Center has options to add
Time Machine to the menu bar. Check this is not disabled in the payload:

payload caused the issue of the lock screen ...
14.2 beta has not resolved the issue for me on a test machine. Lock
screen shows no user icon and rejects valid password. Will continue to
test the login window payload settings that are causing this.
