Wish it was that simple for us. Location Services is the ONLY option we
do not skip upon DEP enrollment and we still run into this issue
occasionally. The steps I mentioned above seem to work for us (and
hopefully some others as well).
I've had a few sticky ones like this. Restore it one more time and
instead of activating over Wi-Fi, try activating through iTunes. It will
eventually get to a point where it says "Configuration could not be
downloaded". Press back, connect to Wi-Fi ...

Created a new Assignment (if you don't already have one) ---> Checked
the Apps that I wanted to assign and left the scope to "none". Then I
could assign to devices from the "Apps...

outlined by the OP. We have noticed that the only problem with this
workflow is that the JSS was capturing certain students who only showed
they had the approved apps on their device...
This is a really good question. I don't have an iPad in front of me to
try this with, but what about focusing them to the bundle ID
"com.apple.springboard"? We've been able to focus them to built in apps
(like iBooks and Photos) by uploading a fake "...
