Are you testing on Intel or M1? If M1, you have to pass credentials to
startosinstall. Similar to here:

I wanted to share my experiences as it may help others. Don't turn on
anything until you test with either ldapsearch or openssl. (I was stupid
and tested on my machine...don't be stupid like me...) Test using
Catalina 10.15 as it is more restrictive ...
We have a similar setup. We have our profile set to 'Use Directory
Authentication' and have no issues with the profile applying. Is that an
option for you to try?
