Yes, we encountered the same issue and requested the vendor to exclude
our on-premises servers from the specific quarantine policy to rectify
it. This solution worked for us.

attention. We have also opened a support ticket with JAMF Support to
clarify the change and assess its impact on our Mac management
operations accurately.
We apply the similar policy to our student computer lab machines, and
are experiencing the same issue. We escalated this issue to Apple
through Appleseed Beta Software Program (FB9119629), awaiting actions
from Apple.
