Keyboard Not Opening in Web Clips with Safari Restricted

On iPad, when using web clips with Safari restricted the keyboard fails to launch. Is there a way to enable the keyboard in web clips while having Safari restricted? [UPDATE: This appears to be a bug that has resolved itself.]
