Seems to be something with the configurations. If we try to use a preset configuration on 10.4.1, it will not go, but will if we select packages individually (not ideal since there are a lot that need selected).

Yup, this policy will block them from being able to download through the App Store. You could potentially look to block the macOS Developer Beta Access utility packae installer, but even if that runs, it still launches the App Store and blocks it.

Looks like it was a corrupt upgrade of 4.0.0 as a re-upgrade to 4.1.0 resolved it without repoutil. Thanks!
